What if the Undertow punishes spectators who refuse to choose?

This would fit a community-built story almost too well. If desire creates bargains, then watching without choosing could be its own kind of desire: wanting the outcome without paying the cost. The Undertow would absolutely hate that. A theater dungeon where applause becomes a vote could make the audience feel implicated without breaking the fourth wall.
